An odd-year session: why 2027 is about budget amendments

Virginia adopts a two-year budget in even-numbered years. The short session in odd-numbered years, like 2027, amends it.

For a locality or a university, that makes 2027 the year to ask for a change to an amount already in the budget, not a new program.
